Project Rhea was the "magnum opus" of the Restitutio Rationis Foundation (trade ID – AIA), being intended to be a biological superweapon deployed in areas of extreme resistance to stamp out any rebellion. Based on the bodyplans of Bacteriophages, combined with the goo beasts created by Blood Opal Labs' Project Lazarus and the previous experiments done by the RRF/AIA.

On 21/8/2006 (GCT), experiments began to establish the requirements of PR, ending in the successful creation of Bill/Ben, Kronos and Maiv, and the genetic modification of Icarus, Gerin and E-6 and E-7. All were allowed to leave after the experiments except Kronos, Maiv, Icarus and G-7, being retained either due to severe mental trauma, being needed for continued operations or requiring more testing to be sure they could survive on their own.

After the experiments and monitoring, Project Rhea was deemed "Able to be created with minimal issues" and it began proper. A currently-unknown Sprunki was kidnapped (later deemed unsolvable by the Weyrian government) and taken to Site 10-96, the site where genetic experimentation was done by the RRF and where Icarus was held indefinitely after being experimented on. Rhea's host has declined to answer questions related to the experiments, although it is presumed samples from PL's experiments were taken and injected into them after being merged with Bacteriophage DNA. The end result was kept under lock and key, intended to be given to the Sanctar Space Agency (pretending to be a military branch) for use on Charon.

This would never happen, as days after the experiment concluded a whistleblower started an attack against Site 10-96 to show the public that the AIA wasn't who they thought they were. First Maiv was loaded with coal, mixed with Nitroglycerin and Saturnium, and told to rush into the site. The explosion damaged Section 4, releasing anomalies 243 and 96 and causing collateral damage that disabled the site, quickly followed by a Class R-3 being driven into the site and releasing Rhea, and the activation of the Facility Capture Prevention System, gassing the entire facility to deter further attacks. 195 personnel died in the incident, with 3,252 being injured.

In the aftermath, the self-destructive attack conducted by Maiv was covered up as a boiler explosion and the release of 243, 96 and Rhea being a "unexpected containment issue caused by a power outage". The public quickly knew this was a desperate coverup and the RRF was taken to the galactic council for trial.

The Restitutio Rationis Foundation was judicially dissolved by the Milky Way's Galactic Council on 32/6/2007, effective at exactly 20:00 GCT, and ownership of all sites revoked. Most remaining retained experiments are currently under care of the SSA and HCAB. Project Rhea was determined "lost" until 2015, when they were interviewed about their time in the RRF before entering the witness protection program. Their identity was never found, as all records were deleted or destroyed after they were kidnapped.
